Mission

To promote brotherhood and camaraderie amongst all Filipino basketball fans. This will also help promote physical activity and a fun, yet competitive spirit that aims to help people achieve good health and an acceptable work-life balance.

Committee Members

  • Commissioner: Coach Jeffrey Perlas
  • Deputy Commissioner: Kiko Sanchez
  • Stats / Technical Committee Head: Coach Rommel Vicente N. Gador
  • Graphics Artist: Alvin Rapada
  • Each team will have a minimum of 10 players and are allowed a maximum of 12 players.
    • A player must play in at least 2 elimination round games to be eligible to play in the playoffs (semis+finals).
  • Each team is required to pay a Commitment fee of PHP 2,000 joining fee, which will cover for league Technicals. Remaining balance will be returned after tournament.
    • NO PAY, NO PLAY.

Tournament Format

  • Elimination round will be in a single round-robin format, wherein each team will play 3 games within their group.
  • Quotient System will be used to break any three-way ties.
    • Formula: Total team score divided by Opponent team score. (QUOTIENT SYSTEM)
    • For two-way ties, or teams with the same quotient, a win-over-the-other rule will be implemented.
  • Top 2 teams of each group after the elimination round will advance to the crossover semi-finals.
  • Semi-Finals:
    • Group A #1 vs Group B #2
    • Group A #2 vs Group B #1
    • All are knockout games.
  • Championship Game is one-game only.

Tournament Rules

  • Games will be played using FIBA rules.
    • 10-minute quarters.
    • 24 seconds shot clock.
      • Shot clock reset to 14 seconds after an offensive rebound under 15 seconds.
    • 8 seconds backcourt violation.
    • 5 seconds inbound violation.
    • 5 personal fouls or 2 technical fouls until a player is disqualified.
    • 4 team fouls before a team goes into the "bonus".
      • NO "2 FOULS IN THE LAST 2 MINUTES" RULE TO GET IN THE PENALTY.
    • Players who commit unsportsmanlike fouls will have to sit out 3 minutes of playing time.
  • There will be two (2) referees per game (Eliminations).
    • 3 referees during the semi-finals and championship game
  • Teams will be given two (2) timeouts in the 1st half and three (3) timeouts in the 2nd half.
    • Only a maximum of 2 timeouts will be carried into the last 2 minutes of regulation.
      • Teams that advance the ball to the frontcourt in the last 2 minutes will have a 14-second shot clock.
    • Teams will each have one (1) timeout during Overtime periods.
    • Team Fouls (including penalty situation) are carried over into all overtime periods.
  • Jersey
    • Jersey color assignment (light/dark) MUST BE FOLLOWED.
      • Request for jersey color swap must be approved by the commissioner before the game.
      • Any change in the color assignment must be agreed upon by both teams and communicated to the commissioner before their scheduled game.
    • Any player who does not wear their designated jersey (design and/or color) on game day MAY be prohibited from playing.
      • Commissioner will ask the team captain of the opposing team if they will allow the erring player/s to play.
      • Technical free throws will be awarded depending on the number of players who fail to wear the designated jersey.
    • The commissioner may update jersey color assignments without prior notice.
  • Playing time
    • All uniformed players must play at least 5 minutes per game.
    • MANDATORY Platoon substitution at the 5-minute mark of the FIRST QUARTER for ALL TEAMS regardless of number of active players.
    • MANDATORY Platoon substitution at the 5-minute mark of the SECOND QUARTER for ALL TEAMS regardless of number of active players.
      • This is to ensure that all active and uniformed players get to play.
    • A timekeeper will be monitoring the minutes played by each player and will inform the coach if a player has yet to play the required number of minutes.
    • Players must arrive before the second half buzzer starts.
      • Players that arrive while the second half is underway will no longer be allowed to play.
  • Defaults
    • There will be a 15-minute grace period from the scheduled start of tipoff to wait for the team/s to field in the first 5 players
    • If after 15 minutes, the team fails to field in 5 players, they will be awarded a loss and a fine of Php 500 (to pay for the hourly court rate and the referee's fee)
      • Defaults will be awarded to a team (with a score of 20-0) in any of the following situations:
        • The opposing team is not able to reach a 5-man lineup 15 minutes after the countdown expires.
        • The opposing team voluntarily withdraws from a game.

Trade Request

  • No trades shall be requested and/or honored between teams.

Fines and Suspensions

  • Player Technical Fouls – Php 100 per instance.
  • Player Ejection – Php 500 plus one-game suspension.
  • Coach Technical Fouls – Php 100 per instance.
  • Coach Ejection – Php 500 plus one-game suspension.
  • Flagrant Foul P1 – Php 500 per instance.
    • Two consecutive Flagrant Foul P1s by the same player will result in an automatic one-game suspension.
  • Flagrant Foul P2 – Php 500 plus one-game suspension.
    • Two consecutive Flagrant Foul P2s by the same player will result in an automatic ban from the league.
  • Two Flagrant Foul P1 by the same player in a game – Php 1500 plus one-game suspension.

Banning / Disqualification

  • Players will be suspended for the remainder of the tournament by committing any of the following:
    • A player who commits four (4) TOTAL Flagrant Foul P1.
  • Players will be banned from the league by committing any of the following:
    • A player who commits two (2) consecutive Flagrant Foul P2
      • Clear path fouls will be reviewed and may be disregarded as unsportsmanlike fouls.
    • A player/coach who will be involved in game-fixing.
    • A player/coach who will make physical contact with a referee with malicious intent.
    • Players who refuse to play for their team even after being included in the lineup.
    • Players who refuse to pay the league quota (fees) in FULL (i.e. players will remaining balance).

Prices / Awards

  • The following prizes will be awarded throughout the tournament:
    • Championship Trophy and Championship Shirts (for the winning team)
    • Season MVP (trophy+freebies)
    • Mythical 5 (medals+freebies)
    • Finals MVP (trophy+freebies).
  • Additional prizes might be awarded, depending on the funds collected/left and/or financial sponsorship.

Media Coverage

  • All Stats will be uploaded in our REBEL BATANG CRAME Portal
  • Semi-Finals games and the Championship game will ALL be streamed LIVE on our Facebook page and will be uploaded to our YouTube Channel (in HD quality) 6 hours later.
